I totally agree with the sentiment expressed in your question. The problem is that the cost to renovate the theatre is north of 2 million dollars.
The town can help with tax incentives and a possible grant but we need a talented team with some significant private funding to step up to the plate. Find that group and I'll convince my dad to find a way to make it work!
The funding for the splash pad has been set aside from savings on a bond restructure. The pad is being designed in the spring and will go through the land use process in the summer and early fall. Hopefully, construction can commence this year. Remember that we are doing the work in-house in addition to numerous other projects including road paving. I will try my best to expedite the project and I'm pretty confident in a money-back guarantee for next summer. Late this summer is possible but it's a longshot
Time limits for private property are established by the owner of the property. If the tenant is paying rent, they can occupy the space without opening. My function is to help my dad improve the demographics. Increased train and bus service with more people living downtown increases vibrancy which increases demand for space. When there is stronger demand, it is probable that a higher level of tenants will take over underutilized space. Keynesian economics 101!
My job centers on nurturing existing businesses and helping my dad bring in new businesses. It is very difficult to pick my favorite new business but if I had to pick one it would be Amazon. They will bring in more new dollars in tax revenue than all others and the new revenue will help reduce taxes for all businesses. On most days, my dad and I start off with a reflective hike in the woods or by the Naugatuck river. I also go to my dad's office to assist him in all of his daily meetings. My favorite part though is when we go to local restaurants and the friendly people on staff treat me to a meal. Nothing better than a Milkbone Sumo bowl with wagyu beef and truffles.

Why would I cry when I get to hike and hang out with my Dad all day and my mother is the best cook on the planet. The only time I actually was brought to tears was when I watched the movie Old Yeller with my Dad.
The only way to reduce taxes without decreasing services or adversely impacting school funding is to grow the town; Smart growth is the key to tax reduction. There is no one better than my Dad in the area of adding value to the grand list. As I respond to your question, my dad is in the process of adding numerous properties to the grand list including the following developments:
1. Mixed use / TOD development, 180 units on Parcel B - with a new train station and platform.
2. Mixed use / TOD - 260 unit market rate/high end apartments on Parcel A with additional commercial uses.
3. New Industrial subdivision at the former 86.5 acre Uniroyal site.
4. Seven other town properties being sold and added to the grand list on Rubber Avenue.
These properties are just the tip of the iceberg. Real property values have risen dramatically and the current mill rate is lower than when my dad started. In addition, roads are being paved and other infrastructure is being rebuilt. The best is yet to come.

The Rubber Avenue roundabout is moving forward this year and the entire project will be completed next year. State funded road projects take much longer than Borough road projects. We are also in the early stages of applying for State funding for the Meadow Street roundabout. When both projects are completed, traffic flow through Naugatuck will be drastically improved

The event center building is being sold to a developer who will be adding a 5th story and converting the building into a 270 unit market rate residential building with efficiency 1 and 2 bedroom apartments with some commercial space.
The hold-up on Popeyes was related to Eversource and delays relating to the addition of additional services on Rubber Avenue. The staff is training and the opening is close!
Town-wide waste donations are regional and are run by NVCOG. There was one several weeks ago in Middlebury. Naugatuck residents are welcome at all locations. There is one scheduled soon. Check the NVCOG website for the dates and locations.

Naugatuck passed a new noise ordinance several years ago. The police have a device that measures the levels. The police will address any valid complaints!

We are also doing a facade improvement program on Bridge Street and Chipotle is starting construction soon. I am a huge fan of the guacamole salads at Chipotle!
Most car break-ins are committed by perpetrators who try to avoid cameras. Also, many break-ins are captured on camera but there are no license plates or other forms of identification. We agree that this is a major problem. Our police are vigilant. Most of the crimes are committed by out-of-town professionals who are repeat offenders. We need to strengthen our laws to keep offenders incarcerated while awaiting trial on other car thefts. My advice to you is to contact your State Representative and encourage them to get tougher on pre-trial release
The mill rate has been steadily declining since 2017 when it was 48.55. The rate is currently 44.75 and will decline significantly in the next 2 years because of phased-in revaluation. Residential taxes have increased because of increased property values. Commercial and industrial taxes have steadily declined. Many residential values have increased by 40 to as high as 85 percent. If your home value has increased above the median, your taxes increase even though the mill rate goes down. The mill rate will continue to go down for the next 2 years. Then we plan to increase revenues with new tax money from our residential, industrial, and commercial economic development projects.
Yes. My Dad is a major league dog lover. Of course, I'm his favorite. The facility needs major upgrades or a total replacement. The town is considering regionalization and is also looking for grants. If these avenues do not provide a solution, the upgrades will become a Borough capital project and be placed in our capital plan.
The problem then becomes one of the priorities as there are several other worthy projects on the table. My dad will fix as many problems as he can but is limited by the amount of money available without raising taxes. It would be easy to fix all the problems in town if the money was available. We prioritize the problems and pick them off gradually. Fortunately, the health and safety of dogs is a priority !

The best thing for you to do is to make a complaint to the Police Commission. They are the local traffic authority. They can have a study done that will provide the best solution.
The town is doing 10 years of long overdue infrastructure upgrades in 2 years. We don’t want to upgrade downtown and have to dig it up 6 more times. We also need the upgrades now in order to accommodate new developments downtown that
require upgraded infrastructure including new city water lines, new sanitary sewers, properly sized storm water pipes, upgraded electrical service , new gas lines as well as new modern fiber to bring our communication system into the 21st century.
Most odors come from trucks that are not properly covered. You should register a complaint to Veolia, the plant operator. They are the largest operator in the world and can sometimes find solutions. Time of day, location and other factors come into play. It is important to register a formal complaint and have it analyzed. My dad can follow up with Veolia. The more information the better. Trucks that don’t follow the rules can be fined or precluded from working for Veolia.
